It is, but the challenge will be in two areas: 1) finding an alternate source
of funding for 20% of the project cost (which can come from other
government/foundation grants or from existing partners) and 2) winning some
political support from state and local officials; they will be asked for input
from NTIA with respect to which applications to award in each state.
Based on a brief look at your Website, TechMission works in four cities. A
grant that expands your model to other cities might be successful. What did you
have in mind?

What do people know about the Broadband Technology Opportunities Grants? Is
it realistic for a nonprofit to get one of these grants? In looking through
the grant application, it looks like it's pitched towards really large
telecommunications companies that could cover several states:
