I think the point was simply that there may be some new, inexperienced,
operators on 10...not poor operators. If they were at 28300, they are WAY
OFF the recommended PSK31 frequency of 28120 USB.

No, when PSK131 first emerged, they suggested 28120 to allow for the fact
that many USA hams could not operate data modes below 28100.
