It is entirely reasonable that there could be world wide band plans as
long as the bands overlap the same. Since this is not always possible,
adjustments are made in such cases.
But the bands are used in a dynamic fashion due to propagation and
useage, particularly contests and operating

And why would hams from outside the US want to do this? We just got rid a
whole bunch of rules and regulations
regarding band plans,emission types etc etc, and so far things are going well
This would be a huge step backwards for the ITU
So why doesn't the US follow the most of rest of the world and deregulate the
bands? that would be a move towards
having the ham bands the same worldwide.
I don't think the rest of the world is interested in yet more
rulesmaybe it's because we don't have
as many lawyers and lobbyists
. That way we could just
turn all the hambands into an e-mail service.

That is a good thought. Just throw out all the rules and regs and let rip.
Then you would have CB on all the bands. Most people only want rules and regs
that suit themselves and not the rest of the everyone else
