A bit of clarification: I'm writing instructions, hence the need to know
what to call these things.

That could work, but a link could be anywhere on the page. I could call
it a Navigation Link, but that sounds awkward.
I view design deliverables in the same way as I view whatever it is that
I'm designing: I'm building something for *someone*, so in order to get
it right, I must consult with them and understand their needs. It's
