If you are reinstalling the same version of CF You can also copy all the
neo-*.xml files out and just drop them back in after you are done.
The CAR file method isn't 100% solid last time I tried it. It actually
missed a few settings.

One thing I've found with CAR files is that they seem to work better if you
don't try to do it as one big archive. I split mine into multiples, by sections
and they tend to behave better.

That is what I am saying, yes.
You could always create the CAR *and* also copy the XML files before you
wipe the system. One or the other is bound to work.
