be that it's free (or you can add the extra
requirement that it should be GPL-compatible like gna.org has, that's
also useful because you then share all code).
But if somebody wants to release his documentation under the BSD
license, I don't see any reason why that should be forbidden by
savannah.

Can't you compress it with ogg theora or something? That would
probably be way smaller than this. IIRC ffmpeg can do things like
converting to another format or joining files.

There is no such decision to be made. Linux has a GPLv2 only license
and every contributor owns the copyright to their contribution. It's
not possible to switch Linux to GPLv3 even if they want it.
