If you are using an ubuntu desktop (http://ubuntu.sun.ac.za) install
pgadmin, then connect to the db and run the sql in pgadmin.

The last thing I can think of is try running [dspace]/bin/dspace
index-init (it can take a long time depending on number of items;
Tomcat should be shut down during index-init) followed by
[dspace]/bin/dspace update-discovery index -f.

You could also try [dspace]/bin/dspace index-init -r -f. I'm not
exactly sure what difference the flags make but it should be a full
rebuild of the index.

I'd say it's more likely a problem with Tomcat configuration. Tomcat
doesn't seem to think there's a webapp. at /repository. There should
either be:
o a $CATALINA_BASE/webapps/repository.war containing your choice of UI
o a $CATALINA_BASE/webapps/repository/ directory containing your choice
