setting up DSpace with oracle differs a bit from the setup with
postgres, did you follow the instructions in the documentation?
Oracle:
a. Setting up oracle is a bit different now. You will need still need to
get a Copy of the oracle JDBC driver, but
instead of copying it into a lib

community_id=OldCommunityIDE and collection_id=IDOfCollectionToMove;
then run [dspace]/bin/index-update (DSpace 1.5 or higher) or
[dspace]/bin/index-all (DSpace 1.4.2 or lower)

[dspace]/config/dstat.cfg, these are the default ones:
