I've confirmed that what you've found is a bug.
Essentially, the AIP Packager has problems whenever anyone tries to
submit a single Collection or Community AIP that has an associated
access control group (e.g. COMMUNITY_*_ADMIN, COLLECTION_*_SUBMIT, etc.).
This functionality works
I'm traying to Backup Restore using AIP packager

using:
