there are three problems with the file you sent:
1) This is not your fault, but the file you sent me contains a BOM
(byte order mark) and DSpace will interpret it as part of the first
column identifier, that's why it throws the error message. We should

dspace.cfg.cfg as the version that I downloaded is, then that would explain
why the system cannot find a file named dspace.cfg.

I have a customer who requires most of their contributors' submissions
to pass through the review process prior to being archived. However,
there is a group of contributors who can submit items directly into the
