can add records and view them and I can delete records I created starting

dspace 1.8 and everything ok I can upload records but when I create a new
collection sometimes I can upload and sometimes I can't

I just installed dspace 4.2 but when I want to send a comment asks me log in
the system. is assumed that the comments are from users who do not need to
register. then I logging like an administrator and it tells me I do not have
permission to post comments. how can I correct this

about the previous question incomplete database I ran the index
dspace-discovery -c, index dspace-discovery -b, index dspace-discovery -o
now I can visualize 15000 of 16000 records but I missing about 1000 items what
