Hello Daniel, in DSpace it is possible to define policies for the item view and the bitstream view (and some more). During ingest the item derives its policies from the settings DEFAULT_ITEM_READ and DEFAULT_BITSTREAM_READ of the owning collection. Per default this is set to anonymous read.
