to disallow the average user. We don't want everyone linking and unlinking.

We went the opposite route. Unless someone gets abusive of it,
everyone's allowed.

I don't believe every user can link or unlink. I think they need to
be an
admin. Also, using rtp2=not use only stops them from going out the
gateway.
