[DSTAR_DIGITAL] ICOM repeater controller out of SYNC with G2...

Ooops... We noticed after a day ot two, our Open G2 DSTAR Gateway software gets out of SYNC with the ICOM repeater-controller hardware and the hardware starts rejecting our packets. We fixed that, by re-SYNChronizing with the hardware, when our Open G2 gateway detects that condition. Wow
