Let us distinguish between two things: a. There is not explicit requirement that QSL manager should be licensed, or in posession of valid license. b. Completly different thing is is 'pretending' QSL manager was doing something wrong at present or in the past. When I asked HC2DX about QSL he said 'the problem has been fixed'. Is it?
