9M's do seem rare on 10M SSB although
I do have some QSL's for QSO's in the 1980's.
There is LOTS of CW activity on 10M by
9M2AX, 9M2TO, and contest / DXpedition operations
from 9M6NA, 9M6OO, 9M6AAC, almost yearly in Nov.
around the CQ WW CW DX Contest.

Force 12 uses computer design for their antennas
so the gain numbers should be accurate.
It would be even more beneficial to add a second antenna
at one half your tower height (12 to 15 meters) to fill in the
unavoidable NULLS in the pattern in the vertical plane.

ALL of the CE0's have had DXpeditions which received special
authorization for 30M. I worked a CE3 last year on 30M so
perhaps they have finally received authorization, but I don't know
for sure.

This is the season to work that difficult Polar Path DX on the High
Bands.
During the past 2 years, N4KG has worked literally hundreds of Asians
(non-JA) in CQ Zones 16, 17, 18, 19, 20, 21, 22, 23, 24, 25, 26, 27, 28
on each of the High Bands
is a good place to observe propagation,
perhaps staying on a single band per contest to get a feel for how that
band plays around the clock. Do this at high, medium, and low sunspot
activity levels.

stations on the air, the better this works.
The K1B DXpedition exemplifies both of the above principles.

At the time of the 24 MHz QSO, 1246Z, it is quite late at night in VK9W.
On the other hand, it is daylight in UK9 and VLAD is a more typical
name in UK9 than in VK9. Also, there ARE single suffix calls in UK9.
Sounds like a busted call to me.
