This same thing happened to me this morning. I simply plugged in a wider monitor and the missing Spot window came into view. I then moved the Spot window into the center of the screen, unplugged the widescreen monitor and then plugged in the monitor that is not as wide. The Spot window was

I recall seeing info about a clickable box in files>preferences>screen that spoke to keeping or not keeping window positions. I think that must have been for older versions, I see no such box with ver 9. Is there any such setting in ver 9, as I have lost access to the packet window after
