[Dx4win] W1AW centennal award and DC entry?

I'm working on the ARRL's centennial award and last evening I worked  W1AW/3
who is in DC. 
How do I tell DX4WIN this is Washington DC and not a state in the QSO state
entry box?  When I try and put DC in the state box a drop down window with
the states pop up but I don't see DC listed?

From the WAS rules:
The District of Columbia may be counted for Maryland.

Then I'm confused. If DC counts for Maryland then why have DC operate when 
Maryland has already been on? Maybe I'm reading too much into this. The 
question is does DC count for the Centennial as a separate entity (since 
it's not a state) and if so how to make DX4WIN correct for the LOTW.

I'm sure that it counts for the Centennial award. However, it doesn't
matter what state you tell DX4WIN that operation came from as that's not
sent to LoTW.  When ARRL signs their log for upload, they'll specify a
location for those QSOs.
In other words, what you have in your log for their location is ignored.

What I was explaining is why DX4WIN doesn't have DC as a WAS state
selection.

I hope Paul will revisit this when he picks up the reins again.  The
STATE field could truly be used like the Administrative Subdivision
field in the ADIF spec.  Then it could support DC or AB (Alberta, VE6)
or UL (Ulyanovskaya, UA4L) or any other number of such things, as long
as the WAS award module understand that there are only 50 states, not
51.  And the abbreviation must be valid for a given (DXCC) Prefix.
