When you say pressing INS doesn't do anything, does it not stop the 
display or does it not even display (HOLDING) at the top of the DX 
stop window?


While sorting by priority (as others have suggested), I use hold 
myself all the time and know it can be frustrating. Couple of things 
come to mind: First, if you've got more than one Insert key on your 
keyboard, try the other one (if you haven't done so already). Try 
pressing the NumLock key and see if Insert works. Actually, you could 
probably see if it's the Insert key itself by going into anything where 
you can edit text on your computer and see if the Ins key is functioning 
properly at all.


You could try to unplug/replug the keyboard, or, when all else fails, 
try rebooting your computer (if you haven't done those thing yet either.)

Have you tried the various options within the 'Sort' menu (by right clicking
on the DX Spot window)?  You could sort by priority so that any blue/red...
spots are shown at the top of the Window, or (as I do) Sort by frequency,
which makes it easier to see them on each band.  Or you could deselect any
Black/Grey spots altogether within the Packet 1 options under Preferences.

Then something is wrong.  If you type the insert the INS key in the DX
spots window, it should add the word (HOLDING) to the end of the
window title.  Does it do that?

Holding allows you to scroll back and forth a window at a time.
Without INS, if a new spot came in, DX4WIN would return to the newest
spots.  It does NOT keep new spots from coming in or causing the
window to scroll a line at a time for incoming spots.  All it does it
keep the window from scrolling all the way forward if you have gone
back a few screens, and a new spot comes in.  This is obviously much
harder to deal with during a contest.  Sorting by TIME instead of by
ARRIVAL helps, because new spots take the place of old spots.

Bud replied to me (but not the full list) and said that there are 2 INS 
keys on his keyboard. One didn't work, the other did.


Could be a num-lock think, but in any case it's working fine for him now.
