Thanks to Jim, AD1C, who pointed out the error of my ways. Since I didn't see my specific error message on the DX4Win Updater page, I didn't do the following:
you must install the Microsoft Visual C++ Redistributable for Visual Studio 2015. When prompted, download and install vc_redist.x86.exe (not vc_redist.x64.exe). Well, I should have just done it. I downloaded/installed it and all is now well.
