Make certain you have voltage at both ends of R15. If you do, then

If you found zero volts at D3, then R12 is not fully soldered. OTOH, if
you found close to 12 volts, D3 is not doing its job.

I don't think that putting a P3 on top of a K3 is a good idea for a couple
of reasons.
First of all, the P3 is more than half the width of a K3, so having it on
top will block the speaker and the K3's vent slots.
