Chris, The KX2 and KX3 use 12V switching levels for sending data out its serial port. It was designed to interface to "standard" RS232 serial ports. I'd use standard RS232 levels first. If that doesn't work, and If the PTC modem in TTL mode is protected from 12V levels, I'd try that next.
