Andrew,
I had the same problem, took me a while to work out that all you need to do
is bend the bail by hand (quite easy to do) until the tension is correct.

It would certainly be nice if Elecraft would offer an option to build up the
4-band filter board into a simple 3 band filter board, covering 80 / 40 / 30
meters. There are some who would be very interested in that.

Ok, here's an update.
I raised the HI CUR limit to 3.0 Amps, and haven't seen a HI CUR warning
(except sometimes when power is set to 15 Watts). I went through the Part
III Transmitter alignment, and was able to peak all of the L's and C's
without getting any HI CUR messages.
As a side
I managed a couple of hours of EQP this year (more than usual), and
conditions were quite decent. Even ran a few Q's in a rowalways a
thrill for an antenna-challenged suburban QRP guy.
