I guess it is a misconfiguration at your side.

there is comparison of koi8-r and utf-8.
On Linux console they looks the same with koi8-r consolemap.
Which codes differ for you?
What are your terminal settings?

Not sure. As I told before, I have Links 2.2 and Lynx 2.8.7rel.1. Both
display valid chars.

I configured OpenBSD the same as written at http://obsd.ru/
and elinks on console show all KOI8-R and UTF-8 characters correctly.
Press F9 - Setup - Character set
Select KOI8-R
