Just use 2 sets of 2 anti parallel CM coils and couple the common via
a third to ground (I suppose).
I do not know your specific application, but in general DM signals
come in paired sets of 2..
The only application I know where DM is over 4 wires,
is a phantom signal in phone
frequency range.
The stray inductance remains in series with the DM signal.

, anyone understands what means 5.3.4c
they are short-circuited when a short circuit could cause..
well, that seems evident, sounds like green grass to me:

as in 5.3.4c
1 and 2 will probably fail on a motherboard, on many places...
How compliance will be achieved there ?

this will not impact the fall time of discharge. The small air coil takes
care of the rise time . Use Teflon insulated wire though to prevent discharge
over the windings ,
and wind them with space to reduce interwinding capacitance.

Club sound level is addressed (and severely followed up) in many places I know
of for many years,
by automatic averaging sound level meters that do directly cut the volume
of the PA-system. I do not know if the (sound)levels are compatible with those
for MP3 players.

I like your pragmatism, but to
what directive should you apply the ce mark then ?
Applying the ce mark without an applicable
directive is illegal and an economic crime.

This idea has not been delayed by unnecessary testing
but by bad management. Testing should have been completed
a long time ago, and if the designers were competent,
testing might have shown it was unnecessary after all ;)
