Presentation: Compliance with European Environmental Legislation Presenter: Michael Pfeifer, Ph.D, PE The European Union has enacted a directive on the restriction of the use of certain hazardous substances (RoHS) in electrical and electronic equipment. This directive requires the elimination of hexavalent chromium, mercury, cadmium, lead, and certain flame retardants from electronics sold in member states of the European Union by July 1, 2006. Additionally, the directive on Waste Electrical and Electronic Equipment (WEEE) requires producers and/or distributors to have systems in place to take back components and materials for reuse or recycling. The first part of the presentation will cover the main points of these directives. The presentation will then cover the uses of the restricted materials in electronics, the alternatives available to replace the restricted metals, and materials reporting compliance. The remainder of the presentation will be devoted to a discussion of some of the manufacturing, test, and reliability issues associated with the elimination of lead from electronics. Biography: Michael Pfeifer is President of Industrial Metallurgists, LLC. Industrial Metallurgists, LLC works with design and manufacturing companies, providing materials engineering consulting for materials decisions related to engineering designs, cost reduction, product quality improvement, and environmental compliance. Prior to starting Industrial Metallurgists, LLC Michael worked at Motorola as a materials design engineer in the automotive electronics group. As a materials design engineer he was responsible for materials selection, evaluation, and implementation for new designs, cost reduction, and yield improvement. In this role he worked with mechanical and electrical engineers, manufacturing engineers, reliability engineers, and suppliers. Michael has a Ph.D. in Materials Science and Engineering from Northwestern University, is a professional engineer licensed in Illinois, and a member of IEEE, ASM, and IMAPS.
