I would stick with water. it is cheap and has very high specific heat. It is really hard to beat water. I had a water cooling system used to cool the hot side of a thermoelectric module. I used an old 50-gallon aquarium tank as the reservoir and for a pump, I used an aquarium cartridge filter

Cu inhibits algae and should do a decent job on most bacteria. So a bit of Cu sulfate. Zn chloride and or ferrous chloride inhibits moss but the ferrous oxidizes to ferric and stains siding/concrete so use the chloride. In a pinch just use a bit of Clorox; even peroxide should do the job. If
