[Exchange] Outlook shows multiple unflagged groups

We have 1 user having an issue with emails being sorted into 2 unflagged groups in her Outlook instead of just 1. It seems that only emails from 2 people go into this second unflagged group and I don't understand why. I don't see anything in Outlook that separates email in this way. This

Recently did an email migration for a fairly small shop (about 200 users) from Exchange 2003 up to 2010. Not really sure what/how to charge them. I was thinking of doing a flat rate charge since I didn't think it was fair to charge them an hourly rate while I figured some of the stuff out.
