To check and see if this is a file permissions problem, turn on security
logging of all failures, and then see what goes into the event log when you
try it.

permissions on the directories where the OWA files sit.

For testing purposes, I granted Everyone Full Control to the Webdata dir
and propegated changes down to all subfolders and files. Same issue
