It's a legitimate scenario to use a home directory with multiple versions of fontconfig, see deleting the old caches would be problematic. The issue of system caches only affects F12 since we shipped with 2.7.x then updated to 2.8.0. I checked the size of the caches and we are talking about 200k worth of stale caches.
