You may have an unwanted group consisting of just the tuba 1 staff.

Thanks all, but I found it. In Scroll View, I went hunting for some obscure
staff group, and I found a group that should have consisted of all the
brass. Instead, it only went to bass tuba 1. I didn't notice, because there
was the group containing low brass, hiding the error. I think this

I'm guessing that somehow, you have the Bass Tuba 1 staff defined in two
groups, one of which is that staff all by itself.
