Also remember that police reporting to UCR is voluntary. Lots of small PDs
don't bother, even with major cases. I once compared murder rates as reported
by coroners (I forget the database now) vs. UCRs, and there was a major

Don't forget that even this corrected number (13%) VASTLY UNDERSTATES the
security impact of DGU's
