Write access to security database required when using the embedded client

For some reason, the file /var/lib/firebird/2.5/system/security2.fdb must allow 
_writing_ to be able to use embedded Firebird at all. If it has read-only 
permissions, all operations fail, including "gsec -display" or "echo CREATE... 
| isql-fb" or opening the connection using the API.

This can be worked around, of course, by making all the users members of the 
"firebird" group and using 660 permissions for the security database, but I 
really wonder why should this be necessary and why isn't 640 enough?
