Does anyone have experience connecting Gigabit networks with jumbo-frames to
networks with 1500 MTU? Do Layer 3 devices typically frag those into
manageable frame sizes for 100mb Ethernet? Is 802.1q the ONLY way to make
networks communicate?

make sure you are saving the config before you power it off. It is not like
a switch which saves things automatically. Commands to do this are:
copy run start
another possibility is that you might have a register entry set to bypass
the config on start-up.
