I think this is just a ploy to get more money for the cable companies. They are in
a world of hurt right now. So this is a last ditch effert to see if they can get
enough money to keep their heads above water. Good time to go to DSL

However, Comcast has not recently been enforcing their anti-VPN
policy towards home users (at least w.r.t. PPTP in my area).
Of course this may all change as :
1. @Home is going away sometime soon (e.g. Feb) and they
are the current ISP for Comcast cable customers.
