John, I'm not entirely sure how you're wanting to hook up the keyer. But if you're just trying to key the PowerSDR from MixW, you can do this by selecting CAT for the Secondary Connection in the Setup Form - DSP - Keyer settings. Configure the PTT and Key lines to match MixW and you should be

Based on the information we have been presented with, this is definitely a software issue (because the two reported systems are nothing like each other). However, the basic start to any troubleshooting is being able to reproduce the issue. And unfortunately, we have not been able to do so here.
