I also found that if you go to CONTROL PANEL SYSTEM HARDWARE DEVICE
MANAGER then
right click, instead of reloading driver, just disable the device, then
enable and it will come back
to life. This works for me in XP.

No, I also have the same problem, and I did file a bug report. I am using
SDR-1000,
RFE, Delta 44, 1w version, no ATU. I see the error The application failed
to start
because libusb0.dll cannot be found---
