I started playing with TACAN today. While it is enabled in
Aircraft/Generic/generic-systems.xml it is not energized in
Aircraft/Generic/generic-electrical.xml and therefore only works with
custom electrical files.
Suggested patch:

The file TACAN_freq.dat.gz contains the wrong frequency data for our
use. It contains the ground reply channel frequencies, as we are using
the frequencies to look up TACANs and VORTACs in nav.dat.gz and
nav.dat.gz uses the VOR channel frequencies.
