George - you can use a different page-master for your blank pages, which
will require use of a page-sequence-master as well. Here is a simplified
version of one of my stylesheets which implements this concept:
xsl:template name=layout_master
!-- page-master for content-filled
This isn't a FOP-specific question, so I would recommend that you check
out an XSL-FO tutorial such as www.w3schools.com/xslfo/default.asp. From
the information you provided, it looks like what you need is a
table-footer.
