the problem is with fo:leader/; if removed, there is no exception; i will
create a bug to track this and should be able to resolve, or at least

indeed if fo:leader is removed, then there is no issue.
however, you you remove *any* of these 3 things, then there is no issue
either
1. fo:leader
2. fo:page-number-citation
3. text-align-last=justify
