is there any solution for avoiding pagebreaks in a fo:block or a
fo:table-row ?
page-break-inside=avoid isn't implementent in fop 0.20.5.
I have to use that version, so is there any other way to avoid a pagebreak
?

Yes there's tables, and no, no explicit keeps set.

and put in the table-row a keep-together=always
