Fossil is not the first DVCS to use SQLite for local storage.  That
distinction belongs to Monotone (http://www.monotone.ca/) which in addition
to being the first DVCS to use SQLite was the very first *Distributed* VCS
(as far as I am aware). Monotone predates Git and Fossil by several years.
Early versions of Monotone actually used SQLite version 2!  Linus gave
serious consideration to using Monotone as the DVCS for Linux during the
Bitkeeper fiasco, before deciding to write his own instead.

Regarding the SQLite-vs-Postgres question, the Monotone FAQ says this:
