`dash' is the 'debian almquist shell': http://en.wikipedia.org/wiki/Debian_Almquist_shell (and also http://en.wikipedia.org/wiki/Almquist_shell) which is nowadays used as a dropin replacement for the original bourne shell in all system scripts since it is way faster than bash which was used previously (I blieve that's why the respective boxes are booting much faster these days...)
