It wasn't exactly clear which scrolling bug you've encountered, but if
it is the one where scrolling happens, but extremely slowly, this is the
solution that worked for me, back in the day, from an Adobe tech
representative:

1. For the problematic workspace, check from Window -> Panels
The links on the Adobe site for FM frequently go off to Creative Cloud.
I've mentioned the issue more than once for several years with no response.
It's really sad when you're trying to use the download link for the latest
version and it takes you to the downloads page for Creative Cloud apps!

I'd give the FM folks a buzz (tcs...@adobe.com) and see about switching your
existing subscriptions over to a business profile so that your FM and CC aps
are all playing nice together.

That is likely what I used to call the Scroll Back bug, which is caused by
graphic items on top of imported graphics with Runaround Properties set to
something besides Don't Runaround. When paging through a document, it caused
FrameMaker to scroll back to the top of the page. Is this
