I have to say that I do not remember seeing in this discussion that in the
context of FrameMaker MIF stands for Maker Interchange Format (i.e. Maker, not
Model).
When I used FrameMaker (last time was with 7.2) I used MIF to clean FM files,
and also for FUN! For example, by editing MIF files

Sometimes a footnote reference in text is on one page but the footnote is on
the following page.
From an editorial viewpoint is it OK to have a footnote on the page
following the in-text reference?

As the question relates to a document with continuous numbering I think that
the overall book should be updated first in order to get the page numbers
correct. Then the section TOCs can be updated. If a section is done first
how can it take into account page count changes in front of it?
