Uh, from your description, it sounds as if FM is behaving correctly in that you have two streams and it's numbering and keeping each stream's footnotes separate. You're asking it to keep the streams separate in different frames but merge the footnote streams. So to get the look you want, you need

Hi, Tina: If all your boxed insets are the same full-page size, you might solve the problem by creating a custom master page whose main text frame (tagged template text frame in Frame-ese) has a black border. Import the outside content to the insertion point position, apply the custom master
