I am not sure, but I guess this may not even be accessible via scripting
as there are no plugins available for this purpose.
How about using the new background color feature or the para box

you can use the object style designer to create an object style that puts a
border on the frame. Apply the object style just as you would apply a paragraph
format.
BTW: I would think that a table will scale when published to HTML for tablet
use? It may depend on how you publish the Fm
