Am I the only person who never sees them except for toolbar buttons?

I only see tool tips when hovering over tabs or toolbar buttons. My
Interface Preferences have tool tips set to Normal.

I have looked at all the options under File Preferences, and I cannot find
any option for turning off those annoying tooltips that open when you place
your mouse on a file in a book
