Other OEMs can make their own designs that use Intel chips -- e.g. Silicom makes a 6-port full height SFP card that combines a 4-port I350AM4 with a 2-port I350 AM2. It's just that the further away you get from an Intel design, the less support we'll be able to give you if something goes wrong.
