Can confirm on 13.1-RELEASE with a Killer E2200 that disabling MSIX by adding
hw.alc.msix_disable=1 to /boot/loader.conf makes it work!

It is working without the patch when the threadripper 1950X ACPI is
configured as non-NUMA (via what the old Ryzen Master version calls
"distributed" mode).
